Referendum Petition Regarding Ordinance 1067

At its regular meeting on September 6, 2023, the City Council adopted Ordinance 1067, adding local rent stabilization to the Larkspur Municipal Code.  The ordinance was to take effect on October 6, 2023.

On Thursday, September 28, 2023, the City Clerk’s Office received a referendum petition against Ordinance 1067.  A preliminary review found enough unverified signatures for the referendum to potentially qualify for a future ballot.  The petition has been submitted to the Registrar of Voters, whose office will now determine if there are sufficient valid signatures from Larkspur registered voters to qualify for the ballot. 

Per California Election Code 9241, the effective date of Ordinance 1067 is postponed pending the outcome of the referendum process.

If the referendum petition has enough valid signatures, the City Council will decide whether to rescind Ordinance 1067 or put the matter before the voters.  This discussion will begin at the first regular City Council meeting that follows the review by the Registrar of Voters.  It is anticipated that this meeting will be in October or November.
