LARC Planning Committee
The Community Facilities Parcel LARC Planning Committee (Library And Recreation Community Planning Committee) was formed by the City Council to serve as a resident-based advisory board for the master planning process of a 2.43 acre property at the Rose Garden development on Doherty Drive. The committee was tasked with considering the potential of the site to accommodate a library, a community center, and other public gathering spaces, as well as the impacts to and uses in City Hall.
Highly participatory in approach, the LARC Planning Committee brought together a diverse set of community members representing a broad cross-section of the community. The committee, led by City staff, Council members Ann Morrison and Brad Marsh, and Group 4 Architecture, Research + Planning, met bimonthly between October 2012 and February 2013 to:
Thank you to all who participated in the LARC Planning Committee and contributed to the master plan recommendations. The draft Master Plan and Initial Study are scheduled to go to the Larkspur Planning Commission on March 26, and to the City Council for approval on April 17.

- identify library and recreation needs;
- develop building program alternatives and site options;
- make a recommendation of project vision and need, preferred building and site alternatives, access and parking strategies, and design guidelines to the City Council.
